This research identified a number of issues that affect the grant application process and subsequent outcomes for small regional communities in Australia. It provides greater clarity concerning the importance of building social capital and capacity during the community consultation process in order to empower communities. Some of the major problems identified were the importation of government cultural, educational and corporate sector values and language into rural communities without prior testing to examine potential mismatches between government expectations and community understanding. As a result of this research, a more effective model for building knowledge, capacity and developing social capital has emerged.
